Существуют ли страны, где победили смотку километража?

По статистике в России 44% машин старше 3 лет продаются с уменьшенным пробегом. Смотать одометр (https://obdservice.ru/) можно в любом городе: Санкт-Петербурге, Москве, Екатеринбурге, Владивостоке. Корректировка одометра автомашин кошмар для многих покупателей и хорошая возможность подзаработать для продавцов. Автомашины со скрученным километражем продаются на 15-20% дороже - поэтому спрос на эту услугу растёт.

Однако среди наших автолюбителей существует вера, что скрутка одометра исключительно проблема СНГ. Якобы, где-то там, существует благословенная Германия и США, где не сматывают пробег автомашин - по тому, что есть суровые наказания и система отслеживания. Ещё раз в наивной вере наших автолюбителей меня убедил самый популярный комментарии под статьей Когда запретят скручивать пробег? (https://pikabu.ru/story/kogda_zapretyat_skruchivat_probeg_9526810/). Вот он:

"Вопрос подмотки пробега автомашин решается просто - ежегодный техосмотр с фиксацией данных в специальной общегосударственной базе. Плюс открытый доступ к этой информации. Опционально - наказание за отрицательные значения на одометре, проверки на дороге вместе с проверкой состояния автомашин. Проблема скрутки пробега этим методом решается если не на 100%, то уж точно на 90%. Так как "скручивать" становиться интересно только при перепродаже зарубеж".

Решил докопаться до истины и узнать, как действительно обстоят дела со смоткой одометра в США и Европе.

Скручивают километража в США или нет?

"Исследователи рынка б/у автомобилей Carfax просмотрели накопленную базу данных автомобилей и пришли к выводу, что ежегодно в США более чем на 190 000 автомобилях скручивается пробег" (с) Источник Carfax.

Всего в США 50 миллионов машин со скорректированным пробегом. Получается, что в США 20% машин старше 3 лет с изменёнными показаниями одометров. И это при том, что в США много лет действуют суровые наказания за подмотку километража машин. А также есть единая открытая база с фиксацией данных о пробеге.

Сматывают пробега в Европе или нет?

Во многих странах Евросоюза давно действуют строгие наказания за корректировку пробега, а с 2018 года запретили предоставлять услуги по скрутке пробега. Однако мы знаем, что наказания за скрутку километража автомашин не в силах остановить "чудесное омоложение" транспортных средств. Поэтому обратимся к исследованиям компании CarVertical, которое показывает, в каких странах чаще всего корректируют километраж машин.

"Удивительно, но вопреки распространённому мнению о том, что в Европе все честные, а в России не очень, оказалось, что пробег у автомобилей скручивают в европейских странах.
